Executive summary

Energy Poverty and REVERTER’s Response

This summary distils REVERTER’s journey: its methodology, results, and the policy lessons that point the way toward an equitable, energy-secure Europe. REVERTER has shown that energy poverty can be tackled not only by insulating walls, but by building confidence, capacity, and connection. Its legacy is a practical roadmap for governments, researchers, and citizens alike: a Europe where every household can live in a warm, efficient, and dignified home, and where the energy transition leaves no one behind.

Policy Recommendations: Tackling Energy Poverty in Vulnerable Households via Deep Renovations

This brief provides targeted policy recommendations for four pilot regions – Brezovo (Bulgaria), Coimbra (Portugal), Athens (Greece), and Riga (Latvia) – as well as for the EU level, outlining the key barriers, solutions, and priority actions to scale up deep renovations for vulnerable households, based on findings of the REVERTER project.

White Paper:
Insights and Lessons from Developing Digital One-Stop Shops for Energy Efficiency

Within the REVERTER project, WIT Berry developed four Digital One-Stop Shops (DOSS) for Brezovo (Bulgaria), Coimbra (Portugal), Athens (Greece), and Riga (Latvia) to make home renovation more accessible, especially for vulnerable households. The White Paper summarises key findings from this work, highlighting barriers to energy renovation and showing how DOSS platforms help overcome them. It outlines main results and lessons from each pilot region and offers practical recommendations for developing and managing such platforms, including insights on design, user engagement, and communication. These findings support policymakers and practitioners in promoting inclusive, user-centred digital solutions that advance energy efficiency and contribute to the EU’s climate neutrality goals.
