Replicating the OSS model across Europe
The One-Stop-Shop (OSS) model and training materials developed under the REVERTER project can be replicated and adapted by municipalities and stakeholders across Europe to combat energy poverty (EP). By implementing energy retrofit roadmaps, training programs, and policy recommendations, local and national authorities, social housing organizations, and private actors can streamline building renovations, ensuring sustainable, large-scale impact in diverse socio-economic and institutional contexts.

Roadmaps
Tailored energy retrofit roadmaps offer strategic, step-by-step guidance for municipalities and organisations to plan and implement sustainable renovations, addressing energy poverty and improving building efficiency at scale.

One-Stop Shop (OSS)
The One-Stop-Shop (OSS) model simplifies and accelerates building renovations by providing integrated support, from technical assistance to financial guidance, ensuring accessible and effective energy retrofit solutions.

Training materials
Comprehensive training programs equip professionals and stakeholders with the necessary skills to implement deep renovation measures and engage vulnerable households in energy-efficient practices.

Roadmaps
REVERTER has developed nine building renovation roadmaps designed to combat energy poverty by enabling deep renovations of houses occupied by vulnerable households.
These roadmaps are being tested in four pilot sites across Europe: Athens Urban Area (Greece), Brezovo (Bulgaria), Coimbra (Portugal) and Riga (Latvia). They offer practical, actionable pathways for local, regional, and national authorities to implement targeted renovation strategies, addressing the specific needs of their communities and supporting sustainable energy transitions.
The REVERTR roadmaps’ specialized methodology includes:
- Analysis of legislative and policy framework
- Identification of key stakeholders
- Analysis of the current levels and characteristics of energy poverty
- Analysis of the building stock
- Prioritisation in the context of the “worst first” principle
- Identification and confrontation of the barriers
- Establishment of OSSs
The roadmaps were developed considering the conclusions and policy recommendations resulting from the analysis of the best practices and the different characteristics and conditions of the targeted countries.
The roadmaps and, more importantly, the methodology on how to develop a roadmap can be provided.

One-Stop Shop (OSS)
The REVERTER project uses digital and physical One-Stop Shops (OSSs) to address market gaps, informational barriers, and behavioural challenges related to energy renovation. These OSSs act as central hubs, providing a range of essential consultation services to support vulnerable households (including tenants and those living in social houses) in the renovation process.
REVERTER will help you to establish the OSS supporting you on how to deal with the:
Services and activities that it will support
- OSS format/-s that will be developed
- OSS structure (Organizational structure (e.g., OSS personnel, associated personnel, other partners)); Participants roles and responsibilities.
- Material and economic resources required (OSS supplies; Technological resources; Measuring tools; Samples and materials)
- Technical legal framework
- One Stop Shop Conditioning
- Legal generation strategy
REVERETR can help you to establish your OSS! A meeting may be arranged to investigate the possibility of developing an OSS in your region and to identify its added value for the citizens.
Core activities of the OSSs include:
A1. Raise awareness on energy renovation benefit.
A2. Inform and educate households.
A3. Provide information on optimal renovation works.
A4. Provide information on available financial support schemes
A5. Conduct a preliminary building analysis.
Optional activities could be:
A6. Provide information to prepare all documents necessary for accessing to financial instruments.
A7. Provide advice on how to optimize energy bills.
Digital One-Stop-Shops
Consortium partner WIT Berry (www.witberry.eu) that is responsible for project communication and dissemination strategy as well as for the strategy, design, development and maintenance of the digital OSS can provide the know-how as well as dedicated trainings, strategy and best practices for development of the digital OSS.

Training materials
The training material opts to provide an already developed training curriculum designed to prepare and empower the various involved groups, to address key topics of energy poverty such as social inclusion, and no- or low-cost measures to cope with energy poverty.

The training program of the REVERTER project is directed to volunteers (Energy Ambassadors) and OSS personnel, who will advise energy-poor and vulnerable households on simple technical issues of energy saving in their home, retrofitting practices, benefits energy efficiency, energy financing mechanisms, and innovative tools, etc.
