Kick-off and goals of the webinar
At the start of the webinar, the REVERTER project coordinator will provide a brief introduction to the project’s main goals and achievements so far. He will outline how REVERTER supports the development of One-Stop Shops (OSS) for energy renovation, particularly for vulnerable households, and highlight key activities and outcomes of the consortium to date.
He will also explain how the tools, methods, and insights developed within the project can help municipalities replicate the OSS model more efficiently. By building on REVERTER’s results, local authorities can save time and resources, avoid common pitfalls, and accelerate the setup of their own OSS — advancing faster and with greater impact.
Dimitris Damigos is a Professor at the National Technical University of Athens. His research interests include environmental and energy economics, financial and cost-benefit analyses, mineral economics and environmental management and policy. He has participated in more than 60 research projects and has published more than 150 papers in the abovementioned fields. In recent years, he has been working systematically on the issues of energy efficiency and energy poverty in the context of a just energy transition.

Tailored energy retrofit roadmaps used in four pilot countries (Greece, Bulgaria, Portugal, and Latvia)

The presentation focuses on the nine building renovation roadmaps, which have been developed for the four REVERTER pilot areas (namely Brezovo, Athens Urban Area, Riga and Coimbra, respectively), aiming to combat energy poverty through the deep renovation of the dwellings occupied by energy vulnerable households. The developed roadmaps are tailor-made to the characteristics of the building stock, the characteristics of the vulnerable households, the legislative framework and the climate conditions of each pilot. Furthermore, they intend to cover a sufficiently cohesive group of cases that will allow for a larger-scale rollout and replication of the proposed actions to effectively analyse and tackle the energy poverty problem. Finally, the roadmaps target the worst-performing homes first (worst first principle), cope with split-incentive dilemmas and address various market, information and behavioural failures.
Dr. Christos Tourkolias is a senior energy policy expert at CRES. He is Chemical Engineer of National Technical University of Athens and he holds a Master in Engineering – Economic Systems with direction in Production Systems Management and a PhD in Energy and Environmental Economics. Recently, He has participated into the preparation of the NECP and the action plan for the alleviation of energy poverty.

Empowering homes: How OSS models guide vulnerable households through renovation

Maria will present how One-Stop Shops (OSS) play a key role in supporting energy renovation for vulnerable households. More than just service desks, OSS are active, community-based hubs that build trust, carry out home visits, provide personalised advice, and empower people through training.
She will also highlight the role of Digital OSS in offering accessible, multi-channel support and ongoing case monitoring. Together, the physical and digital components form an integrated, people-centred model that drives demand and ensures no one is left behind in the energy transition. Maria will conclude with practical guidance on how to design and implement an OSS in any region.
Maria Font is an architect and project manager with over a decade of experience in designing and managing on-site energy-efficient renovations. Maria focuses on offering practical solutions to help homeowners overcome the multiple barriers associated with energy renovation retrofits including the design and implementation of One-Stop Shops (OSS) such as REVERTER and GIDOMUS Projects. In addition to her practical expertise, Maria is also engaged in academia. She serves as an Associate Professor at the Universitat Politècnica de Catalunya (ETSAB, UPC), specializing in building renovations.

Training programs to equip local actors, volunteers, and OSS staff with skills to engage communities and drive energy efficiency.
Daniela Kostova, Green Synergy Cluster
Daniela will present the training programs aimed at building capacity among OSS staff, volunteers and local actors to effectively communicate with communities and promote energy efficiency. The main topics and modules of the training materials will be presented, covering key topics such as legislation, energy consumption, renovations, financial mechanisms and working with energy vulnerable households.
Daniela Kostova graduated from the Department of Heat technologies in the University of food technologies in Plovdiv and obtained her Ph.D. in the same department, with the topic “Analysis and assessment of climate change mitigation and adaptation actions”. Her interests include the topics of energy transition and clear technologies. Daniela Kostova has been involved for more than 12 years in projects in the field of energy management, energy efficiency and energy poverty. She has also been involved in EU funded project (FP7, Horizon 2020, LIFE), projects related to positive energy districts concepts, energy management in buildings; intelligent energy management systems in residential and public buildings. She has experience in projects related to energy behaviour and energy poverty. In REVERTER project Daniela actively participate and coordinate the activities in the Bulgarian pilot and is leading the tasks related to capacity building program for energy ambassadors and OSS personnel, including development and implementation of training materials and training activities, as well as pilot roadmaps for energy renovation.

A panel discussion and Q&A session with OSS representatives will offer first-hand insights from those who have already implemented the model.
